Importers buying LED luminaires for England, Scotland or Wales should not treat CE and UKCA as interchangeable logo artwork. The permitted marking route, applicable regulations, declaration, importer details and technical evidence must be aligned for the product and destination.
Status note: Great Britain continues to recognize CE marking for covered electrical-product regimes, while UKCA remains available. Northern Ireland follows different arrangements. Always check current government guidance before shipment.
Start with the destination and product role
Great Britain means England, Scotland and Wales. Northern Ireland is not part of the GB marking regime. Record where the goods will first be placed on the market and identify the manufacturer, importer and any authorized representative.
The UK government’s sector guidance states that legislation effective from 1 October 2024 continued recognition of CE marking for electrical equipment and electromagnetic compatibility in Great Britain. Review the live UK product-marking guidance because rules and transition provisions can change.
Map regulations before collecting reports
An industrial luminaire can be affected by several regimes. Typical reviews cover electrical safety, electromagnetic compatibility, hazardous substances and ecodesign, plus radio-equipment requirements if a wireless device is built in. The exact legal scope depends on the construction and how the product is supplied.
Build a compliance matrix with:
- applicable legislation;
- designated or harmonized standards used;
- conformity-assessment route;
- test reports and risk assessment;
- declaration reference;
- marking and traceability fields;
- responsible economic operator;
- document retention owner.
Do not copy a competitor’s standard list. Standards, editions and product configurations must match the offered luminaire.
Check the declaration against the product
The declaration should identify the manufacturer, product/model, applicable legislation and standards, signatory and date. Compare its model range with the purchase order and label. A generic “LED light” declaration with no traceable family structure is weak evidence.
For wireless sensors, review whether the radio configuration is included. For emergency versions, verify the additional construction and test scope. For private-label products, agree who signs the declaration and holds the technical file.
Use the factory-audit guide to verify that declared models connect to controlled drawings, bills of materials and production tests.
Audit the label and importer information
Prepare label artwork early. Check:
| Label item | Control question |
|---|---|
| CE or UKCA mark | Is the chosen route permitted for this product and destination? |
| Manufacturer identity | Does it match the declaration? |
| Model and ratings | Do they match the tested construction? |
| Batch or serial traceability | Can a shipment be traced to production records? |
| Importer details | Are required GB economic-operator details provided correctly? |
| Environmental symbols | Are they supported and legible after installation? |
Inspect printing durability and minimum legibility on the finished product, not only a PDF. Carton markings do not automatically replace product marking.
Do not confuse conformity marking with performance proof
CE or UKCA marking is not evidence that a high bay will achieve the project lux level, maintain output for a claimed lifetime or survive a specific corrosive environment. Those claims require photometric, thermal and environmental evidence.
For performance due diligence, pair the technical file with LM-79, LM-80 and TM-21 evidence, exact IES/LDT files and a project calculation. For electrical transients, use the surge-protection specification.
Control changes through the supply chain
Drivers, radio modules, LEDs, cables and enclosure parts can affect the compliance assessment. Require the supplier to notify the importer before any safety- or EMC-relevant change. Define who decides whether re-testing, declaration updates or label changes are necessary.
During pre-shipment inspection, compare production labels and component codes with the approved file. Retain representative samples and lot records.
RFQ document pack
Request the following before final approval:
- destination-specific declaration of conformity;
- current test reports and certificate schedules where applicable;
- risk assessment and standards matrix;
- technical construction file index;
- product and packaging artwork;
- installation and safety instructions;
- model decoder and change-control agreement;
- importer/economic-operator marking plan.
